I don't think doing during the actual vaccination is wise. You'll probably not get the shot and you may even be charged for exposing yourself. You may even cause long term psychological damage to the vaccination administrator.

If you referring to the period of time that the vaccine does what it's supposed to do then masturbation will have no effect at all so feel free to enjoy yourself.
